I believe that many of the world's nations have since learned the final futility of war.

It is my greatest wish to someday stand here and sign another bill, one that is designed to bring progress and fulfillment to a Southeast Asia which is at peace with itself and also at peace with the rest of the world.

The same spirit that the Peace Corps volunteers brought to thousands of villages and cities in 46 countries should be carried to the hamlets of Vietnam.

The constructive work of more than 20,000 people over 5 long years--the collaboration of the peoples with whom they have lived--is a real testament to the trust upon which the Peace Corps was founded.

This year the Red Cross has acted swiftly to meet the special demands of Vietnam.

The Vice President has visited eight or nine countries in areas of the world that are very important.

I am confident that it will render equally signal service to the defense of our two countries in the years ahead.

Our role will be vital, but we hope that all other industrialized nations, including the Soviet Union, will participate.

This designation is not intended to abridge in any respect privileges, exemptions, and immunities which the International Coffee Organization may have acquired or may acquire by treaty or congressional action.

I hereby designate the International Coffee Organization as a public international organization entitled to enjoy the privileges, exemptions, and immunities conferred by the International Organizations Immunities Act.

We stand behind the Antarctica Treaty and will do everything in our power to insure that the Antarctica region will be a place of peace rather than a place of hostile international rivalries.

Four years ago the Antarctica Treaty came into effect.

President Park and President Johnson reaffirmed the strong bonds of friendship traditionally existing between the Republic of Korea and the United States.

President Johnson noted with deep appreciation the contribution of the Republic of Korea towards the defense of Viet-Nam.

Zambia's independence will permit us to strengthen the ties of friendship and cooperation which have been built up between Zambians and Americans over many years.

We sincerely hope that this achievement will be taken as a lesson and example by the entire world.
