Human rights

I hereby proclaim August 1, 1994, as Helsinki Human Rights Day and reaffirm the American commitment to upholding human dignity and freedom.

The United States is still prepared to lead in a world in which our concerns are clear— security, prosperity, democracy, and human rights.
