I ran for President in large measure to renew our democracy, to give ordinary Americans a greater stake in our Government.

I cannot accept this bill.

This bill does not meet the priorities and needs of our Nation and people.

I am returning herewith without my approval H.R. 1977, the 'Department of the Interior and Related Agencies Appropriations Act, 1996.'

Congress should act quickly.

The Secretary of the Interior would recommend that the bill be vetoed.

These provisions are so seriously flawed that the Administration sees no way to remedy them, short of removing them altogether.

This country is in better shape than it was 3 years ago.

We don't have to hurt our children to balance the budget.

I will veto this bill.

The era of big Government is done.

My balanced budget reflects our national values.

I mean, the Congress gets to propose, but the President has to sign or veto.

My goal is to ultimately come out with a budget which satisfies their stated principles, which I have embraced, but which honors my stated principles, which they have yet to embrace.

Prohibit award or performance of the contract while a timely filed protest is pending before the agency

I just didn't want to overpromise.

All parties should use their best efforts to resolve the matter with agency contracting officers
