Making continuing appropriations for the fiscal year 1998, and for other purposes

I believe we have a responsibility to cut back.

I urge the Congress to complete action on the remaining FY 1998 appropriations bills as quickly as possible.

I am concerned, however, that the Congress has chosen to add funds for projects that the Department has not identified as priorities.

Public schools are the cornerstone of our democracy.

I want to thank all of its members and staff for their service and contribution on these important issues.

I hereby determine that it is in the national interest of the United States to draw down articles and services.

This selection would undermine the effectiveness of the Executive branch ethics program.
