We're putting business-as-usual out of business in Washington.

The purpose of this order is to create a mechanism to monitor total costs of direct spending programs.

Today the Senate passed our national service program, one of my top legislative priorities.

This fuel tax increase is quite modest and, for example, will be a much lower burden on fuel than the Btu tax.

We are determined to do that.

All of the things that this Government does, it does pretty well.

There will be many more budget cuts.

Tonight I will address the Nation about my plans to put our economic house in order.

Federal agencies shall place high priority on obtaining funding and resources needed for implementing all aspects of this order.

We want to reduce the deficit by $500 billion.

We think we have some options to offset it.

It is important to restore the confidence of the American people in their Government.

We need to bring this deficit down to zero.

I pledged to the American people that I would do my best to fulfill the campaign commitment of 1992 to change the way Washington works.

This plan will contain the largest reduction in our deficit in the Nation's history.

Let me just give you some examples of how they'll be created.
