Several provisions that would unnecessarily restrict the Coast Guard's ability to expend funds in the most cost effective manner.

The establishment of a $10 million fund to offset the uncompensated cost for providing emergency trauma care is unnecessary.

The bill is unnecessary because current law already authorizes sufficient NSF appropriations through FY 1993.

It is the Administration's view that the full requested amount should be included in this bill to ensure the successful implementation of the AMERICA 2000 strategy.

The House is urged to fund fully the Healthy Start Initiative.

Section 506 of the Act provides that none of the funds appropriated may be used to conduct studies concerning 'the possibility of changing from the currently required 'at cost' to a 'market rate' or any other noncost-based method for the pricing of hydroelectric power.'
