Though I felt after studying the question that I had the inherent power to commit our forces to battle after the U.N. resolution, I solicited congressional support before committing our forces to the Gulf war.

However, Section 109 is inimical to that spirit of trust and would cast the shadow of criminal liability over the executive branch in the conduct of our foreign policy.

Section 109 of the bill would impermissibly constrict the conduct of our Nation's foreign policy.

I am signing this bill because it appropriates funds that in my judgment are necessary to support the Administration's important foreign policy and foreign aid initiatives.

The policy recognizes that leadership requires U.S. preeminence in key areas of space activity critical to achieving our national security, scientific, technical, economic, and foreign policy goals.

We must not and cannot base our foreign policy or our national security aspirations on one man inside the Soviet Union or anywhere else.
