I have determined that it is necessary to continue the national emergency declared in Executive Order 12978 with respect to significant narcotics traffickers centered in Colombia.

I have delegated to the Secretary of the Treasury the authority, in consultation with the Secretary of State, to take such actions as may be necessary to carry out the purposes of sections 1, 4, and 5 of the order.
