I most sincerely hope that your Committee will consider this or a similar bill at the earliest possible time, so that it may be enacted into law during the present Session of the Congress.

Since the time of the initial formulation of the recommendations, however, the economic control program enacted by the Congress has developed to the point where new considerations are imposed.

It is a matter of great urgency that the Congress complete action on this new bill well before July 31.
