I urge the Congress to act positively upon this legislative proposal as quickly as possible.

I think it proves to our own Nation and to the rest of the world that we in this Government, particularly Congress, can courageously deal with an issue and one that tests our national will and our ability.

This bill, which incorporates legislation submitted by me to the Congress in May of last year, will go far toward fulfilling our commitments to return integrity and efficiency to the conduct of government.

I urge Congress to act upon this legislation quickly.

I am hopeful that Congress will work with the administration to promptly resolve the tax problems of Americans employed abroad.

The Nation is well served by the prudent decision of Congress which makes this action possible.

I think you all know that the Congress has acted effectively to give me a chance to reorganize the structure of Government.

That's what we need for the Congress as well.

On or before January 31, 1980, the President will submit to both Houses of the Congress an evaluation of the extent to which this Reorganization Plan has alleviated the problems associated with the present administrative structure under ERISA.

We intend to approach inflation by the realization that there are some things that Congress can do, some things I can do administratively, some things that labor can do, management can do, the average citizen can do, to reduce the enormous inflation rates that rob us all.

We are trying to do some things in the Congress.

This act symbolizes the recent achievements of the Congress that broaden and intensify oversight of intelligence activities through a cooperative effort with the executive agencies.

I recommend that Congress enact a series of proposals that will reform our tax system and provide $25 billion in net tax reductions for individuals and businesses.

This budget anticipates that Congress will pass the program for better jobs and income.

I am confident that the Congress will respond to the Nation's clear need, by enacting responsible and balanced energy legislation early this year.

We will work with Congress to secure passage of beneficial legislation that is fair to consumers.

Unfortunately, Congress rejected that proposal.

Because of the urgent need for an organization that would provide focused leadership for this effort, I am asking the Congress to consider my proposal for an Energy Research and Development Administration.
