The plans only eliminate multi-headed supervision of internal administrative functioning.

I have found and hereby declare that it is necessary to include in the accompanying reorganization plan, by reason of reorganizations made thereby, provisions for the appointment and compensation of an Administrative Assistant Secretary of Commerce.

As a result the overall costs of administration will increase under any organizational arrangements which may be established.

It is probable that a reduction of expenditures will result from the reorganizations included in this plan, as well as from greater efficiency of administration.

This plan transfers from the Secretary of State to the Administrator of General Services a number of functions which have no connection with foreign affairs but hear a close relation to the archival and records functions of the General Services Administration.
