The unequal distribution of doctors and hospitals will plague this nation until means are found to finance modern medical care for all of our people.

A national health insurance program is a logical extension of the present social-security system which is so firmly entrenched in our American democracy.

National health insurance is the most effective single way to meet the Nation's health needs.

Our public health services--federal, state and local--provide our greatest and most successful defense against preventable diseases.

Healthy citizens constitute our greatest national resource.

Every American should have the right to adequate medical care and to adequate protection from the economic threat of sickness.

I believe that the existing farm price situation presents a serious problem which should be given careful consideration by institutional lenders and others concerned.

It is not possible to make a re-evaluation of these figures until it is known what sums Congress will appropriate for the agency.

I am deeply concerned about the recent rise in farm real estate prices.

I may add that at this time it is not anticipated that it will be necessary or desirable to place restrictions on the expenditure of funds available for fiscal year 1948.

From this conference I hope there will develop a specific program of methods for discouraging further inflation in farm real estate prices and unwise expansion of farm debts.

By virtue of the authority vested in me by sections 1 of the act of March 3, 1925, 43 Stat. 1212, it is hereby ordered as follows:

By virtue of the authority vested in me by section 12 of the Pay Readjustment Act of 1942 (56 Stat. 364), as amended by section 203 of the act of August 2, 1946 (60 Stat. 859), and in the interest of the internal management of the Government, it is hereby ordered as follows:

I hereby designate Charles F. Wennerstrum, Chief Justice of the Supreme Court of the State of Iowa, as a member of one of the several military tribunals established by the Military Governor for the United States Zone of Occupation within Germany pursuant to the quadripartite agreement of the Control Council for Germany, enacted December 20, 1945, as Control Council Law No. 10.

Commissioned officers of the Coast and Geodetic Survey on duty outside the continental United States or in Alaska, whether or not in a travel status, may be paid actual and necessary expenses, or per diem in lieu thereof, equal to those authorized from time to time by the Secretary of the navy to be paid to commissioned officers of the Navy.

The Secretary of State, the Secretary of War, the Attorney General, and the Secretary of the Navy are authorized to provide appropriate assistance to the member herein designated in the performance of his duties and may assign or detail such personnel under their respective jurisdictions, including members of the armed forces, as may be requested for the purpose.

If those effects prove to be detrimental to the maintenance of fair labor standards for our workers, I shall request the Congress to take prompt remedial action.
