Commissioned officers of the Coast and Geodetic Survey on duty outside the continental United States or in Alaska, whether or not in a travel status, may be paid actual and necessary expenses, or per diem in lieu thereof, equal to those authorized from time to time by the Secretary of the navy to be paid to commissioned officers of the Navy.
