I would hope that we approach this in a way that recognizes there are two sides to this issue.

Like I say, there is no way of balancing the budget ever under the President's program.

I want to make sure that those soldiers and marines can move around with that equipment.

I hope we could do that. I really think that it is imperative that we have the best equipment, offer the best protection for the scenario that they are going to be in.

Now is the time to do it, not 4 years from now.
