The challenges facing Puerto Rico have received a lot of attention in recent months, and, unfortunately, much of the debate has been overly politicized.

I have been working hard with a number of my colleagues to put together a package to help the people of Puerto Rico.

I do not believe the administration has been straightforward about the nature of the debt restructuring authority it is seeking for the territory.

We need to be clear about what's actually being debated and proposed here.

This is unacceptable.

what we received was not a practical vision for the future but an ideological document designed more to satisfy political constituencies than to advance, at least in my opinion, serious policy proposals.

It's an affront to the system of representative government that we have dedicated ourselves to as Americans.

I think it's an insult to the American people, who are losing patience with a foreign policy that they feel increasingly and very justifiably disconnected from.

I have a question for our panelists.

Do you believe that the Congress, the White House, and the executive branch agencies have done an adequate job in reaching consensus on what the American people's interests are?

I think you are both being disingenuous and incomplete in your answer, and I want you to reconsider in the future.

You are taking advantage of the system.

I want people to make a profit. But you know why I feel like you are both lying to us? You didn't write in there--you didn't say profit.

Profit is, of course, a motivator. It is, of course, part of your calculation.

Who is paying the 750 bucks? Suckers. And you know the suckers are? The American public.

What I don't want to do is have government controls or government price controlling, but it is difficult when you see patients who are suffering.
