If I may respond, it is not a sledgehammer approach. It is a mild little push to try to improve the program. I agree, some programs can be improved if we increase appropriations, and that is what we need to do. But maybe to get their attention, to get things moving in the right direction, maybe we need to start out with a reduction in spending. This is a commonsense program. We can argue about it. I have never been in any committees where they talked about it in this way. I think it needs to be talked about more, and that is why I am introducing the amendment.
