I am pleased that Senator Mitch McConnell, Chairman of the Foreign Operations Subcommittee, has included strong report language on Indonesia. As I noted in a colloquy with Senator McConnell, the references in the report language to the Americans murdered in West Papua and the demands that justice be served for these crimes were warranted and much appreciated. The amendment before us would limit Indonesian military personnel to participation in the IMET program only, absent a presidential determination that the Indonesian government and armed forces are "demonstrating a commitment to assist United States efforts to combat international terrorism" and "taking effective measures, including cooperating with the Federal Bureau of Investigation, to bring to justice any member of the Indonesian Armed Forces or Indonesian militia" whom might be involved in the August 31 killings. I understand that the Department of State opposes this amendment, which it believes would damage important U.S. foreign policy interest in Indonesia.
