H.R. 867, the Adoption and Safe Families Act of 1997, is an extremely important piece of legislation. This is a significant bill for a number of reasons. It will require reasonable efforts to be made to find adoptive homes for children. It requires concurrent case planning, which will reduce the amount of time that a child has to wait to be adopted. It would do this by permitting States to develop an alternative permanency plan in case a child's reunification with his family doesn't work out. The bill shortens the time line for children in foster care.
