Is it not true that, in 1987, I believe, the Democratic-controlled Congress passed a CR that had every appropriations bill, debt ceiling, and a number of other issues, and left town and said to the President, ``Sign it and keep the Government operating, or veto it and shut it down.''? And they were gone. Did that happen or not?
