I find it difficult to defend spending American tax dollars on nations that block our initiatives and vote to oppose our values in the United Nations. ... if people really knew that we were giving their taxpayer dollars to nations that consistently, regularly, aggressively oppose the United States in the United Nations on positions that are important to our country, they would not believe it. This amendment would say if a country does not vote with us at least 25 percent of the time, that they would not get military assistance.
