I worked very hard, as I pointed out yesterday, on line-item veto legislation, and we got it done. The first time it was used I was very disappointed in the way that President Clinton used it. I thought the veto list had some serious political implications and was very disappointed in that and wondered if I had done the right thing. Then, of course, the Supreme Court struck it down. And now we are back here. Now, tell me again--where a layman can understand--why is this so-called enhanced rescission?

You've got to do that every now and then. Even though you might get your little flak from some of the people within your conference. It's called leadership.
