I have found, as I have gone to my own State and other States, that when people find out what we are doing there--the commitment we have there in terms of the facilities and the troops involved, and how much it is costing; and the fact that we have never voted to authorize; we do not know where we are headed, how long it is going to take, how much it is going to cost, what the plan is-- they are horrified. They basically look at me--and I can see it in their eyes-- and they are thinking: What are you going to do about it? It is our responsibility.
