If the distinguished Senator from Tennessee will yield, I know what he is talking about. I was in the so-called ``Gang of 17.'' I went through the budget negotiation in 1982. I was there in 1987. It is very tough. You have some folks say, if you do that, I am out of here. Another guy says, if you do that, I am out of here. It is very hard. I do not deny that for a moment. Let me ask the Senator this--and I know he is very knowledgeable on the budget rules, budget process, and the numbers --but we are talking about $26 billion in domestic discretionary spending cuts out of how much? What is the total that is allowed in this budget for domestic discretionary spending for the next fiscal year?

My recommendation to the Congress and to the president would be, quit campaigning, quit having press conferences. Sit down at a round table and negotiate a deal.
