once again, I want to acknowledge that our thoughts this morning are with the family, friends and colleagues of Officer J.J. Chestnut. He will pass before the Capitol one last time today and be laid to rest. Our hearts continue to be heavy with sorrow for the loss of this fine man. We certainly have his family in our prayers today.

The answer to education is not just more money. It's not just stimulus money. It's not just money for technology. It's how you use that money. And I emphasize rewards of incentives rather than punishments for the kids or for the teachers.
