I know that Senators on both sides of the aisle will want to be heard on that. I must say that if we start down this trail of spending all the money, there won't be anything left for tax relief anyway so we won't need this reconciliation process. I think clearly to have tax cut in reconciliation is something that we would like to have considered and would be prepared to act on it. But as the Senator knows, we would be willing to consider doing it another way, doing it the way it was done even back in the 1980s. We have offered an idea, a unanimous consent agreement to Senator Byrd, and I have discussed it with Senator Daschle.”
