I thank Senator Inhofe for being cooperative and bearing with us. I am glad we were able to get this amendment on the record. I voted for this before. I think Senator Pat Moynihan one time rose up in indignation and suggested an amendment of this type, and I voted for it. I think it is well intentioned, something that we will need to think about and work on the exact language. I would propose, if Senator Dodd wants to be heard on it, OK; but if we can accept it after that, I recommend that we do that.
