The country of origin labeling law gave USDA discretion to create an audit verification system, but not a mandatory system.

I return to work today to this great body with a renewed spirit and a sharper focus.

This is one report that I hope will not be one of those gathering dust reports, but will be truly an impetus to very major action on the part of this committee and this Congress.
