let me call the attention of the Senator from Montana to the study made by the Office of Technology Assessment, which, as you know, is an agency of the Congress, on the Alaska Challenge of Native Village Sanitation. Just this year one of the basic recommendations they made was to establish a research and development demonstration program for innovative sanitation technologies. I appreciate what the Senator says. Incidentally, the money that is available in the clean water program is about one-tenth of what is going to be available annually under this program. The national environmental technology is going to be developed under this program. And to my knowledge, there is no way they are going to turn to that with the very basic problems that you have mentioned in terms of smog and the problems of mine tailings.
