“I am grateful to the managers of the bill for their statements. This is a use it or lose it allocation concept under this bill. I know of no instance in which the allocations to Alaska Natives and American Indians have ever gone unused. But there are circumstances under which some States do not use their allocations. This will give a greater allowance to Indians and Alaska Natives whose areas need these facilities more than anyone else in the country. It is true, our original endeavor was to get a higher basic allocation to start with. But, as a compromise, I congratulate the staffs of both the committee and the four of us, working together. I think our staffs have found a solution that will increase the money to the American Indians and Alaska Natives from time to time.
