let me ask my friend--and I understand what he is trying to do. In my office yesterday a young woman brought me a T-shirt from the association that she was here with. I think T- shirts are worth more than $20 now. What would happen under your bill to these things that people walk in our offices and bring to us. They are tokens, but they are gifts all right. Just today a young man came in from the job corps center. He was very proud of his role at the center. He brought me one of those baseball caps. This one is waterproof and lined. It is a very nice baseball cap. What about that? Is this covered by the amendment?
