I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: In section 2(b) (page 3, line 12), strike ``shall'' and insert ``may''. In section 2(f) (page 6, beginning line 3), strike ``Relation to Other Laws.--'', ``(1)'', and paragraph (2) relating to an exception from NEPA requirements. The CHAIR. Pursuant to House Resolution 773, the gentleman from New Jersey (Mr. Holt) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from New Jersey.
