I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 17, after line 17, insert the following: ``(6) The Strategy under this subsection should seek to ensure that that the percentage of onshore Federal oil and gas leases under which production is not occurring is reduced during the next 4-year period. The Acting CHAIR. Pursuant to House Resolution 691, the gentleman from New Jersey (Mr. Holt) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from New Jersey.
