The Clerk read as follows: Mr. Holt moves to recommit the bill H.R. 1231 to the Committee on Natural Resources with instructions to report the same back to the House forthwith with the following amendments: Page 4, line 19, strike the final closing quotation marks and following period, and after line 19 insert the following: ``(7) No foreign sales.--In each oil and gas leasing program under this section, the Secretary shall specify that all oil and natural gas produced under leases issued under the program shall be offered for sale only in the United States.''. Page 6, after line 3, insert the following (and redesignate accordingly): ``(3) Reducing number of nonproducing leases.--In developing a 5-year oil and gas leasing program, the Secretary shall seek to reduce the number of nonproducing offshore oil and gas leases by 50 percent by 2017.
