I opposed the previous administration's effort to subvert congressional oversight of intelligence activities, and I am not convinced that we have struck the right compromise language in this legislation. But even so, the requirement of written notification of covert actions is an important step forward, and passing this bill will not mark the end of our reform process. Given what is accomplished in this bill, I am pleased to vote for the bill, and I urge my colleagues to do so as well.
