What I want to make clear, Mr. Chairman, is that from the point of view of the local school, the local school, the people who are preparing the application for the waiver, are not aware of the legislative intent. They just know that they are preparing an application to the state to be excused from some requirements so that they can have the flexibility to achieve their ends, and we want to make sure that they demonstrate that they have thought about how they will achieve the math and science training for their teachers.
