I think the Arab states have largely been very shortsighted about this and very stingy.

Death squads and armed gangs are going around murdering people, kidnapping people, sometimes in broad daylight. There has to be a consequence for that. People need to be held to account.

One of the things I think we have to recognize is that this international order that the United States helped build and maintain for 70 years after World War II was really an almost an unprecedented experiment for a major global power.
