I happen to support the research. I think it does good things too. I think it should be properly prioritized. I thought that when we were dealing with some of the ozone issues, that was also a part of the general pattern here of trying to understand the atmospheric conditions that produce some of the changes that are potential problems for us. So, in transferring the money around, it is important to realize that we are setting priorities. For instance, only NOAA and EPA, to my knowledge, do stratospheric ozone research. We have 12 different agencies doing the global climate change research. It seems to be the right kind of priority, to me, for us to do it in the way we have done it here. And I would agree with the gentleman. I think he has every reason to be supportive of some of the programs at EPA that move some of these programs forward and does recognize, I am pleased, that what we have done here is simply attempted to utilize research dollars a little bit better.

When emotions supersede the facts, the conclusion is cataclysmic. Today, we are wrapping up not a 3-month process but, rather, a 3-year process with Democrats' disdain so much that it has led to the abuse of this very House. These are the…
I've been forewarning that just because [Hong's] said some wild, wild, wild things, in the end, I always raise a red flag of concern as a conservative that you've got to watch out for people with passion.
