I thank Representative Duncan. Many times in Congress you hear sometimes maybe big words or crazy words, words like ``appropriations'' or ``appropriators.'' We have one of those appropriators with us tonight, a strong conservative from the State of Georgia, my friend, Representative Tom Graves, who is going to talk a little bit about his proposal and an idea that I believe helps us continue adding to this number of 158.
