I just think we ought to have a clarification from the last set of remarks we just had. The gentlewoman from Florida accused my colleague, the gentleman from Florida [Mr. Weldon], of seeking to slash personnel. Thank goodness the gentlewoman from Texas tried to make a clarification on that. The fact is that both of these amendments put back in the full money for personnel accounts. The only question here is whether or not we are going to save some money out of travel accounts and out of some other accounts in order to pay the personnel, or whether or not we are going to do simply an add-on that adds on deficit spending. Mr. Chairman, I think we ought to clarify that. There was very little good information in that last set of remarks, because it simply did not relate to the topic before us. Again, the gentleman needs to be congratulated. He is doing the responsible thing here of plusing up those personnel accounts, but doing so in a way that we can afford it and the taxpayers do not end up having it taken out of their pocketbook.
