I think one of the effects over time in the U.N. system of the steps that the President has taken vis-a-vis Cuba--my prediction will be that people will be focusing less on the embargo and on U.S. policy, which has been a diversion from the human rights situation inside Cuba, and now we will have a better chance of drawing people's attention to human rights crisis inside Cuba.
