The biggest issue now, I think, sir, is to look for ways to incentivize China to come to the negotiating table.

Yes, Mr. Chairman, it does because it provides for predictability and mutual stability with the Russians.

I am concerned, frankly, if New START goes out of force or is seen as unlikely to be extended that this will deal a significant blow to this larger non-proliferation system that keeps an explosion of nuclear weapons States from occurring…

As I stated in my testimony, the Administration's decision to withdraw from the INF Treaty was legally justified but politically questionable.

The Treaty is thus manifestly in the interest of U.S. national security.

This administration came into office with nuclear nonproliferation as a critical component of our foreign policy.

We are seeing new and enduring pressures on the nonproliferation regime, pressures that threaten global stability.

It is in our national security interest and in our allies' interest that the INF Treaty remains in force.

The INF Treaty benefits the security of the United States, our allies, and the Russian Federation.

Allies have not expressed concerns with the New START treaty. To the contrary, the response from our allies to the conclusion of the New START treaty has been overwhelmingly positive.
