Let's not give Russia that 10-year liberal period that China--China agreed that they would join the GPA within 10 years.

By extending PNTR we can create new markets for our people and support the political and economic changes that the Russian people are seeking.

I respectfully ask this committee to move forward quickly with legislation to terminate Jackson-Vanik and empower the President to extend PNTR to Russia.

We must push China on every front, and the Administration must ensure that China's commitments are fully implemented.
