I would submit that supporting drug trafficking is a form of asymmetrical warfare against the United States.

I believe we have a significant opportunity to recapture the initiative where our priorities are at stake: Democracy, security, and prosperity.

If we do not get our arms around this problem, people are going to die. Civilians are going to be attacked by networks abetted by the Venezuelans.

I believe that the fund-raising is only part of it; but that they are seeking an operational capacity to be prepared to attack our interests when it becomes--when they make the calculation that it is in their interest to do so.
