I think it does move the needle, in fact, quite a bit, because remember that 24 million people losing health insurance, that first CBO estimate, having to do with the first time that the House tried to put its version of a repeal of Affordable Care Act, that was enough to basically scuttle that version all together. It didn't even go to a vote.
