How do we get to this broader problem of the Middle East? We are going to have to do what we are doing to try to push back, but we have to get engaged in diplomacy.

The only real solution here is a diplomatic one.

We are seeking a return to the JCPOA, but I want to make it clear, as I sit today, the odds of a successful negotiation are lower than the odds of failure.

We should not be promoting instability.
