If we are looking for the best value for the American taxpayer, why should the Administration be advocating a proposal that costs more and does less to protect the privacy rights of taxpayers?

It seems to me that we ought to at least bow to the Constitution as we enter into this temple of the destructive doctrine of first strike.
I cannot see how under the doctrine of preemptive strike that any President can make this decision by himself.
My top priority will be to learn what challenges the DOD IG office needs to address and to ensure the adequacy of resources required to accomplish its mission.
