The horrific actions that have taken place in northern Rakhine State are beyond troubling.

I just do not understand. I still do not understand to this day how we think somehow we are better off having done that.

We need to make sure that we strengthen the norms, we make sure that we use that diplomatic power.

We have told them that they can't do this alone. They need the help of agencies to scale up the kind of assistance that is needed.
