I have already told the minority what I was going to do if I can get an understanding. Senators DeWine and Kohl want to offer an amendment. I ask them if they could complete their amendment--allowing the Senator from New Mexico 1 minute--in 6 minutes between the two. Mr. DeWINE. We can certainly do whatever the Senator would like us to do.
