I think those of us who are looking at the effect of mandates on the Federal Government versus the States in terms of governance and a lot of other things are saying times must change, we have to find a system. This system is not perfect, but let me suggest that if the Senate desires in the future to offer a bill or an amendment that is so tough to estimate that as hard as we try somebody comes down here and says, ``Senators, that is it,'' what it will permit is for the U.S. Senate to work its will, not this bill. The Senate will then have before it what is probably an onerous mandate.
