we add $23 billion to education in this budget. I don't think we need a reserve fund. This amendment violates the Budget Act because it is not germane to the budget. Therefore, I make a point of order in that regard.

But that is compared to current policy--current policy. If we would compare your plan to current law, it is actually a tax cut.
